Project |01 Director of the United Nations and Chair UN Geospatial Network (40 UN Agencies)
Country Outreach, Technology and Innovation at the United Nations​ (1st May 2016 - )

Director position at the United Nations Environment Programme (UNEP). As Chief Country Outreach, Technology and Innovation for the Environment at Division of Early Warning and Assessment - Science Division (DEWA), coordinating delivery of Data and Analytics, Digital Technologies and Strategic Foresight, including the publication of the Foresight Briefs (Compendium 2017-2022) and Foresight Briefs (Summary) and UNEP´s Global Environmental Data Strategy, and the "World Environment Situation Room" (offline presentation here) in the 6 Regions of North America, Latin American and the Caribbean, Europe, Africa, West Asia and Asia and the Pacific. Digital innovation with WESR Wangi - a Digital Companion for the Environment (demonstrating the potentiality of advanced Human Computer Interaction technology). Impact on the ground in Countries worldwide, particularly in the Global South, with UN Reform and Common Country Analysis and Data Strategy Use Cases. A key achievement was also the re-establishment and growth from 4 to 8 of the Network of GRID Centres (Global Resource Information Databases). Since 2019, Chair of the UN Geospatial Network, across 40 agencies and entities of the UN System, strengthening the coherence and coordination of global geospatial information management (The UN Geospatial Strategy Blueprint and UN Geospatial Landscape, the Geospatial for Humanity and Geospatial in Action for the SDGs, and Generic Geospatial Job Profiles, and the One UN Geospatial Situation Room, and global science policy interface GEOTalks, as key achievements).

On 22 July 2022, ECOSOC welcomed and adopted resolution E/RES/2022/24 entitled "Enhancing global geospatial information management arrangements". Two world Congresses: I World Geospatial Information Congress in China (2018), and II World Geospatial Information Congress in India (2022).

Project |02 Partnership in Research and Innovation between 28 countries in the European Union and 54 countries in the African Union and Delegate for the NATO Science for Peace and Security​

(15th October 2013 - 30 April 2016)

 

Within the framework of the High Level Political Dialogue (HLPD) on Science, Technology and Innovation, between the European Union and the African Union, signature of the long term Partnership Agreement between the 28 countries of the European Union (EU) and 54 countries of the African Union (AU), on Research and Innovation for Food, Nutrition Security and Sustainable Agriculture. During this period, also portuguese Delegate for the NATO Science for Peace and Security programme.

Project |03 Knowledge and Innovation Communities Operations at the European Institute of Innovation and Technology (EIT)

European Growth and Competitiveness based upon world class Innovation. Building Knowledge and Innovation Communities (KIC) - large scale, more than 100 entities partnerships, and 500 M euros annual budgets for each consortia - across 28 countries in Europe. Addressing societal challenges for the next millennia on Sustainable Energy, Climate Change, ICT  for the Future, Active Ageing, Food for the Future, Raw Materials, Urban Mobility, Advanced Manufacturing, and Secure and Inclusive Societies. Implementation of an Audit and Risk Management Framework for Technology and Innovation.

Project |04 Technology and Innovation at the Portuguese Industrial Association and Chamber of Commerce and Industry (AIP)​

(1st October 2011 - 30 August 2012)
 

Launch of the FABLabs Network (fabrication Laboratories with frontier ICTs and Technology and Innovation). Leading the inPME Programme for electronic Business in 1.500 SMEs (Small and Medium sized Enterprises), with 15 million funding envelope. Technology and Innovation Services for the Regional Business Associations across the country and members of the AIP. Participation in the Regional Competitiveness Innovation Action Plans with Professor Veiga Simao.

Project |05 CEGER obtains Certification in International Standard ISO 20.000

​(7 November 2005 - 31st July 2011)

​

Digital Transformation of e-Government in Portugal. Prime Ministers Office and e-Government Network. CEGER - Center for Management of Government Information Network - received certification by Bureau Veritas Certification according to ISO 20000:2005. This is a certification that covers the management system of all Government Services and e-Government. Quality of Service Management and Delivery of Information Systems. The first public body in Portugal, and the first e-Government body in the World, to obtain such important international standard. During this period, launch and Lead of the Portuguese Public Key Infrastructure (PKI), Citizen Card, Portuguese Electronic Passport and the Electronic Official Journal of Portugal, among other eGovernment initiatives.

Project |06 Knowledge Networks - International Atlantic Area Project
​(July 2010 - up to 31st July 2011)

 

​KNETWORKS aims to create a strong knowledge sharing and dissemination network in the Atlantic area to promote the exchange of good practices and implementation strategies for building and exploiting a 21st century knowledge and information society. This project is a partnership between The Management Center for the Electronic Government Network (CEGER) - in Portugal, CNEL/PT - Technology Plan, the University of Cardiff, the University of Toulouse II - Le Mirail, Fundación Universidad da Coruña - FUAC, and the Universidad de Cantabria.

Project |07 Oxford University, London School of Economics and Political Science and The Science and Technology Policy Research Unit
​(January 2000 - up to November 2019)

 

​World class teaching and research in Science and Technology Policy, Strategic Foresight, Digital Technologies and Knowledge Systems as a Faculty Doctoral Researcher with a strategic foresight project to the Ministry of Defense in the UK (SPRU, 2000-2004), as a Visiting Professor in New Media and Communications (LSE, 2005-2006) and for more than 15 years, a Faculty Research Fellow and Research Associate  (Oxford, 2004-2019). In Portugal, affiliated as Associate Professor of Information Science and Technology Policy at the Lusophone University of Humanities and Technology. For 4 years, President of the Governing Board of a Polytechnic Institute (Instituto Politecnico de Santarem, 2009-2013). Since 2011, a member of the Scientific Committee of the Center for Research in History and Science, Professor Joaquim Verissimo Serrao, in Portugal (CIJVS).

Project |08 Launch a Science and Technology Park - TagusValley - Portugal​

(August 2002 - up to August 2004)​

 

TagusValley was created in 2002 as a full fledged Science and Technology Park, including an Incubator of Startups, a Business Center, Research Laboratories, an Agro-Industries center, an Exhibit Center and involving a partnership between the Triple Helix of a Regional Municipality, the Regional Business Association and the Polytechnic University. During this period a Digital Regions initiative, led by Regional Associations and Nersant (Business Association) was launched providing electronic society services to 21 municipalities and more than 7.500 business firms.

Project |09 Foundation for Science and Technology​ - Digital Transformation and Business Intelligence

(October 1994 - up to 31st December 1999)

​

Digital transformation of the Programmes and Projects Division in the previous National Research and Technology Centers Network (JNICT), and then Foundation for Science and Technology. Creation of an Intelligent Dashboard to support decision making for the Portuguese Science Programme PRAXIS XXI, including real time monitoring of the Planning and Budgeting involving at the time 65 Million euros.
